USAID is excited to announce the public comment period for its draft Local Capacity Development (LCD) Policy. From December 8, 2021 through January 31, 2022, we are inviting external partners, stakeholders, and other interested parties around the world to review and provide feedback on the draft Policy on USAID’s website.

Per Administrator Power’s November 4th ‘New Vision for Global Development’ speech at Georgetown University, “if we truly want to make aid inclusive, local voices need to be at the center of everything we do.” The draft LCD Policy—which is rooted in the principles of inclusivity, equity, and locally-led and -sustained development—is a key step towards fostering and advancing the Agency’s localization vision and reform agenda. With this Policy, USAID aims to establish an overarching framework and set of principles that will result in more effective LCD programming and greater consistency across sectors, countries, and contexts.
Reviewers will be able to access the Policy and add any comments they may have in the comment box at the bottom of the website until 5:00 pm EST on Monday, January 31st, 2022. Input and feedback from a wide range of stakeholders and partners will help ensure that this policy establishes a vision and common approach for both USAID and the partners, countries, communities, local actors, and others we work with and support. For this reason, we strongly encourage you to provide your feedback and to please share this draft policy and the comment link with your colleagues and networks locally and around the world.
